Letter of Intent to negotiate

Negotiations 2009-2010 Summary

SHEA is proud to announce that we are one of two districts in the state of Kansas that received a raise of more than 4% for the 2009-2010 school year. (The other district was Shawnee Mission). This is just one more example of how your Spring Hill Education Association works tirelessly to ensure that our educators are a priority in this district. As SHEA and USD#230 agreed to ratify a two-year contract in the 2008 negotiating session, we did not go to the table in 2009.

The reason we did not negotiate this year is not because everything is perfect here in Spring Hill. It is also not because SHEA does not care about the terms and conditions of the working conditions of its certified employees. And it certainly isn’t because SHEA believes that our Master Agreement adequately outlines those terms. As a matter of fact, we still have unfinished business from 2008! HOWEVER, in order to protect what was agreed upon in 2008 (the 4.227% raise and benefits) negotiations were not reopened.

Be looking for a Negotiations Survey in November or December, as we are already preparing for the 2010-2011 Negotiating Season. If you are interested in serving on the negotiations team, let an SHEA Officer know. Also, negotiations are open to the public, and if you wish to come and observe the proceedings next summer, you are welcome to do so.

Negotiations 2008-2009 Summary

The USD#230 Negotiations Team worked all summer to come to an agreement on salary, benefits and terms and conditions of employee service for the 2008-2009 school year.

Here is a summary of what was accomplished on your behalf:

  1. Average salary increase for all certified personnel of 4.227% for the 2008-2009 school year AND the 2009-2010 school year.
  2. Supplemental salary increase of 3.5% for the 2008-2009 school year AND the 2009-2010 school year.
  3. Two supplemental positions were officially added to the supplemental salary schedule – High School Assistant Band and High School Assistant Cheerleader.
  4. Language was added to the Master Agreement clarifying the procedures under which supplemental salary positions – specifically assistant coaches and sponsors – would be added.
  5. Board Policy dealing with teacher discipline has been introduced and will be adopted.
  6. Key members of the USD#230 Negotiations Team will be meeting on a monthly basis to keep teacher/district issues on the forefront.

Other issues were brought to the table upon which the USD#230 Negotiations Team was unable to come to an agreement. As long as SHEA members feel that these issues are important, we will continue to work hard to see that they are addressed to your satisfaction.

  1. Language for addition to the Master Agreement was proposed dealing with a progressive discipline policy for USD#230 Certified Employees. (denied)
  2. Language for addition to the Master Agreement was proposed dealing with the manner in which complaints against USD#230 Certified Employees are handled. (denied)
  3. SHEA further requested that the District Evaluation Procedures for USD#230 Certified Employees be placed in the Master Agreement. (denied)
